There really isn't a situation where it's okay to give people to a third country against their will. You can send them out of your country without a destination, or you can put them back where they came from, but that is it. And you have to be able to prove where they came from, not just dump all the brown people in Mexico or wherever.
So one thing anyone can do is point out what is wrong about this and why. In short, America is doing what Hitler and various drug cartels are infamous for: disappearing people.
